1mil = 1/1000 inch = 0.0254mm 0.0254 * 8 = 2 the description is correct, sorry you don't understand units of measure.

Q: Is width the same at top and bottom or is bottom folded or gathered and sealed? are measurements accurate?

Measurements are accurate. The bottom isn't gathered, it's basically a rectangle. We just used our first one on a 14# turkey. Put the bag into a 5 gallon Menards pail and covered in brine. Works great so far!

Q: Can these be heat/vacuum sealed

I've Never Applied Heat To Them But I Used To Butcher & Cryovac Meats & These Bags Feel Durable Like The Bags I Used In The Butcher Shop. They Are Thick
